Judith Ann Crowell, Esq.

Judy Crowell transitioned to full-time neutral practice following more than twenty years of federal and state sector labor and employment law. Her practice encompassed collective bargaining agreement administration, grievance processing, adverse action counseling, and neutral fact-finding review for the Transportation Security Administration.

She brings extensive experience preparing and presenting agency arbitration cases across six states, covering 60+ airports and 2,500+ employees. Prior experience includes multiple state agency representation in Alaska and private-sector labor and employment law.

Arbitrator Crowell is available to serve as a labor and employment arbitrator in both the public and private sector, through direct appointment of the parties or through panel selection. She conducts hearings in person and by videoconference.

With twenty years at the Transportation Security Administration's Office of Chief Counsel, Judy provided legal advice on collective bargaining agreement interpretation, grievance administration, discipline, adverse actions, and fact-finding across six states — Oregon, Washington, Idaho, Montana, Alaska, and Hawaii — covering more than 60 airports and 2,500 employees. She was a founding member of TSA's expedited arbitration team in 2013, participating in all phases of arbitration including prehearing preparation, agency representation, and settlement negotiations.

Prior to her federal career, Judy represented multiple state agencies as an Assistant Attorney General in Alaska, and practiced private-sector labor and employment law at Dorsey & Whitney LLP in Anchorage. She also served as an Assistant Municipal Prosecutor for the Municipality of Anchorage and clerked for Chief Judge Robert G. Coats at the Alaska Court of Appeals.

Judy completed mediation training in Oregon in 2025 and is a member of the Oregon Mediation Association. Her twenty years of experience in federal sector labor relations — advising on CBA interpretation, grievance administration, and settlement negotiations — gives her a practical understanding of the pressures and interests on both sides of the table.

Mediation can be used to resolve grievances, negotiate terms of collective bargaining agreements, address unfair labor practice disputes, and work through workplace conflicts before they escalate. Judy is available to mediate in person or by videoconference.

Cancellation and postponement

Travel

Travel expenses — including airfare, meals, lodging, and ground transport — are billed at actual cost. Automobile mileage is billed at the applicable IRS rate. Travel time in excess of four hours from Portland is billed at the hourly rate. Arbitrator Crowell flies coach.

Availability

Available to conduct in-person or virtual hearings, mediations, and fact-finding throughout the Pacific Northwest and beyond.
